Israeli Settlement Activity Since Annapolis
• At the Annapolis Conference, convened on 27 November 2007, Israel and the Palestinians renewed their respective commitments under the Road Map. Chief among Israel’s obligations are “[freezing] all settlement activity (including natural growth of settlements)” and “immediately [dismantling] settlement outposts erected since March 2001”. Following is a summary of Israeli settlement activity during the first six months after Annapolis, covering the period from 27 November 2007 to 25 May 2008.

Israel's Wall: Barrier to Peace
• On July 9th 2004 the International Court of Justice (ICJ) ruled that the Wall Israel
is constructing in the occupied Palestinian territory (oPt), along with Israeli settlements,
is illegal and that Israel consequently must undo it and its effects. Consequently, the
Court ruled that Israel is obligated to cease the Wall’s construction, tear down any parts
already completed, and provide reparations for any damages caused by the construction.
Since then, Israel has taken no steps to abide by the Court’s decision. On the contrary,
Israel has flouted the Court’s authority, continuing to erect the Wall, completing around
60% of its 701 kilometers, and transferring thousands of settlers to the oPt within that
period alone.

Occupied East Jerusalem – Legal Status
• Jerusalem is divided into Occupied East Jerusalem and West Jerusalem. Referring to the two sectors as simply “Jerusalem” is inaccurate and conflicts with international law and the policies of the United Nations, the United States or the European Union. Customary international law, as reflected in the United Nations charter (Article 2, paragraph 4), rejects the admissibility of acquisition of territory by force and consequently, Israel’s annexation and authority over East Jerusalem is illegal under international law.

Palestinian Prisoners
• No issue highlights Israel’s 40-year denial of Palestinian freedom under military occupation better than that of political prisoners. Palestinians have been subjected to one of the highest rates of incarceration in the world. Since 1967, Israel has detained and imprisoned over 700,000 Palestinians as part of a policy to quash resistance to Israel’s occupation and to intimidate the civilian population. Of the 3.9 million Palestinians living in the West Bank and Gaza Strip, there are few who have not been personally affected by Israel’s imprisonment of Palestinians – either through their own imprisonment or that of a family member, friend, or colleague.
